your question has both legal and ethical considerations. as to legal: both parents have equal "rights" to their children, including access. if the parents are divorced, those rights are generally modified and distributed by the divorce court in the final decree. the court order will specify when each parent has the right to access with the children. it is a violation of the court order to obstruct each parent's scheduled time with the child, and the offending party could be taken to court and found in contempt, with possible jail time for the offense. failure to pay support is not a legal reason to deny visitation. (just as an abusive parent has the obligation to pay support even if his access to the child is restricted or eliminated altogether) i think all parents would do better to consider the rights of the child, not their personal rights to the children, in these situations. the children should not have to suffer because of their parent's divorce. children do best if their parents can set aside the personal issues that caused the divorce and encourage an environment that allows the children to continue a relationship with both parents and does not put the children in the middle of their disputes. it can be a hard world, two loving parents work best for the children.

Who is denying the father from seeing his kids? What is their reason for it?

If the courts are denying this, they probably did it for a reason. If the courts gave him visitation, and the mother is denying it, the father should go back to court to force her to follow the court order.

And not paying child support is not a legal reason to deny visitation. The two are separate and one has no bearing on the other. The mother may think this is a good reason to deny visitation, but the courts usually don't.

Depends, but usually the answer is no. So long as the father was truly caring or had tried to be a good parent, he shouldn't be barred from seeing his children. Also, the children should be able to see the father if they wish so.

Cases in which it would not be wise is if the said father was abusive or had raped the mother or other such situations.

If he does not pay child support or has a history of domestic violence or has a repetitive criminal record, I'd say yes, you are justified in denying him rights. ;-)
