In response to Shakky wak above, that "some reason" is the likelyhood of execution for those who escape.
If Mexico executed their escapees...perhaps their citizens could enjoy the same rights when they touch American soil |

no, but it means that they have to allow you to stay long enough to apply for citizen ship or something like that. I think it's called the "wet foot, dry foot" rule. If the coast guard catches them before they set foot on land, they send them back to Cuba. If they manage to reach land, they are allowed to stay and apply for citizenship. |

If they step on American soil they will not be returned to Cuba. This is no easy task as if they are picked up by the Coast Guard or a military ship, they will be returned to Cuba. If they reach dry land, they can claim political asylum. They still must go through the process of becoming an American citizen. With the backlog of people trying to become Americans and the added hurdles they must jump to do so, that can take up to 20 years or more! |

Well. America is only one, Cuba is in America.
Now, If you mean a North American US citizen..the answer is....Not instantly, I believe they have to go to an Immigration process, get a green card and them apply for citizenship. |
