Yes , and you can be detened andsearch and if it turn out to be the real thing, you can be put in prison, for messing with hard core drugs. My friend was, search at the airport, because she had some, baking soda in her purse she used it for her smelly feet , and the machine pick up a wrong signal they thought she was tracffiking, drugs but she was clean, they apologized to her and that was it, she is still mad today about how they treated her , like sh***T. LOl Peace. |

The Q you ask comes into the category of an 'incohate' offence - a Latin legal expression meaning that the offence can not be completed because of the impossibility of carrying it out.
I vaguely remember so called 'oxo' offences, whether they actually were oxo or that was just a convenient term I don't know.
You do something you think is illegal but its not an offence but there are different reasons why 'offences' might be impossible to commit / complete, examples,
1) You try to 'dip' pickpocket but when you put your hand in the pocket is empty ( see Collins a1864 case )
2)You try safe breaking but the pocket knife you use snaps and is hopelessly inadequate and you'd never have managed it in a month of Sundays
3) You try stealing something or importing drugs but the police have intercepted the stolen property and are watching for the would be handler / receiver ( Houghton v Smith a 1975 case ) so the goods are no longer stolen but safely under the controll of the police or the drugs are only a harmless substitute such as dried cabbage leaves or snuff ( Shivpuri a 1987 case ) there were / are various similar cases and variations, and decisions, on these themes over the years.
Whilst I stand to be corrected since it is no longer my specialist subject I believe the oxo situation is sufficiently similar to Shivpuri whose conviction was upheld by the House of Lords , as they had gone sufficiently along the path to demonstrate an attempt at illegal importation,
so YES you could be found Guilty. |

If they believe it's drugs then I guess they can take you to the station ot whatever.They will do tests on it and find out if it is drugs or not. If it's not you'll be released, if it is you'll be charged.
