Like. Is it considered internationally unlawful? Or do people still do it to this very day, without the consulting of government? Or could it be done in secrecy?

I need to know for my junior theme/research paper which is about the Chernobyl incident.

The Comprehensive Nuclear Test Ban Treaty adopted in 1995 and signed in 1996 by all member nations of the UN banned testing.

However, you have nations such as N Korea and potentially Iran that don't recognize the authority of the UN and basically do as they please and it cannot always be detected and verified. N Korea is (confirmed) to have tested as recent as 2006.
