Sending a chain letter that asks for money or other 'valuable consideration', or that promises something in return, is illegal.
Sending one that just offers good luck etc is not.
The reason is that it is considered gambling under Title 8, United States Code, Section 1302, the Postal Lottery Statute.

chain letters are not illegal.
They can only be so IF
It solicits money fraudulently and that would be considered mail fraud not the " chain letter" itself but the money part of the letter.
Such as send money to x person & y person but in fact they are one and the same person |
