yes it is. and you are liable for the "natural and probable" consequences of your act, as you were fully aware of what you were doing. ie. if the fire spreads and burns down the library which contained rare and irreplaceable manuscripts you are liable for all the damage caused. |

Still arson because you are setting fire to something that does not belong to you - the bin belongs to someone (e.g. the council) and thus is still a crime against someone elses property and as such is not victimless.

I've never heard of a victimless crime...
If the waste bin is damaged as a result of this act, then it is not a victimless crime. If the waste bin belongs to the library, then they are the victims.
If you set fire to your own bin, then it's your property, and probably not a crime, unless the fire spreads or causes nuisance. |

It is arson, it is not a victimless crime, anybody who pays council tax is a victim. Arson can carry a life sentence - doesn't take a lot for fires to get out of control, what if there is something highly flammable or explosive already in the bin?
It isn't the actual act of starting a fire that is the problem it is the consequences. |

Yes. It's delibarate fire-setting, which is the definition of arson.
There are plenty of so-called "victimless crimes" .... driving while disqualified is a good example. If there isn't an accident, you can't put your finger at a specific person affected, but it's still a crime and people still go to prison for it.
In actual fact there's always a victim, even if the impact is slight. The bin will have to be replaced. The council will have to pay to do it. It all adds to the Council Tax bills we alll moan about. |

Yes. Starting any unfriendly fire is arson. But if the waste bin has trash, which the owner wishes to dispose of by burning, and such burning is not barred by other regulations, the owner may burn the trash. |
