Is the ban imposed upon G.Amaral's book - Maddie: The Truth Of The Lie, a suppression of freedom of speech?

As per title. Although I don't agree with his theories, is banning the book not in breech of article 19 of the universal declaration of human rights? Ie - The right to free speech?
Since we are entitled legally to express opinions under the provision that they don't harm a person/s, how can the banning of this book be anything other than a breach of article 19?

Just to clarify so that this doesn't degenerate into arguments - I am not in support of Amarals theories. I am however, in support of free speech and allowing individuals to form their own judgement based upon given information. In short, we should be allowed as free thnking individuals to make up our own mind.
Additional Details
I didn't find it slanderous. Rather, an alternative opinion on an as yet unsolved case. The only conflicting opinion being that present by the Mccans.
Infact, the only remarks associated with the case that constituted slander, were those made by the UK press when Amaral was first taken to court - "Fat, blundering, sweaty cop" As the Mirror so eloquently described him.

Suppose someone wanted to publish a book about you, making all sorts of unfounded allegations against you and accusing you of criminal acts including murder.
What of 'free speech' then?
At what point does free speech become merely insult/hate speech?

Amaral is using the Maddie tragedy to make money from the curious and the gullible and he intends to do that by trashing the reputation and character of the parents.

If the right to Private and Family Life means anything, it means that this type of 'free speech' should not be free.

That which the public finds to be interesting is not the same as the Public Interest. At what point did Maddie's parents invite you or anyone else to 'make up your own mind' or 'decide' what happened? If someone is the victim of a crime, they are not inviting you or the public to investigate their private life.

Edit: I wasn't aware that the 'freedom' to read pulp fiction was central to evolution. My point was this has nothing to do with 'freedom of speech' and a lot more to do with simple prurience.
