This is all I can find for the State of Utah... http://publicsafety.utah.gov/bci/yourcrimrecord.html

Looks like you have to request in person and the fee is $10.

I work with an online consumer review company (http://www.CompleteReviews.net ) and have spent three months testing criminal record search sites. I have never found one that is truly free... despite their misleading ads. I did find one that is pretty dang close to free however. One of the sites we tested is still offering a 4 day unlimited criminal search pass to their site for $4.95. You can search anyone's criminal records (and much more background check information) nationwide for 4 days.
