Is there anyway to collect child support if the person is unemployed?

I have a court order to receive child support, but the idiot (the dad) won't get a job just to keep from paying. Is there anything that I can do to make him stand up to his responsibilities.

If he's not working, he can't pay. The amount is still owing, but practicality says an unemployed person can't pay until they get a job.

I'd be very surprised if he was refusing to get a job so he doesn't have to pay. Full wages less child support is still better than (time limited) unemployment.

Yes, in some states he can eventually be jailed for non payment, but that won't get you the money either.

Arrerage contiunes to build. At some point they will take his drivers license and start the weekend jail thing in most states.

If someone isn't working, you can't get water from a rock. There is no way to pay unless they are receiving unemployment benefits and child support can intercept a percentage of that (depending on what state you live in).
