If you are stealing it is illegal. In this case you are stealing from your company, it is no different then if you helped yourself to a little cash from the till.

Padding ones time card is still Fraud / Theft and it is illegal.

The best that will happen is they fire you, the worst would be they fire your, press charges and sue you for the "suspected" overpayment, I assure you, liberties will be taken when calculating how many hours they have overpayed.

It is illegal. However, depending on your employer you may just be written up and put on some sort of probation. technically they have the right to terminate you and and make you repay the money given to you for the time you were not working.
