does legislation passed today have validity over actions against the act which happened in the past (i.e. importing goods from overseas which were legal then changed) or along those lines.

Only if the Act states that it applies retrospectively, e.g. to things that have already been done.

It's very rare for parliament to do this - they know the High Court takes a dim view of making things illegal retrospectively. It's unfair if people can do something legally one day then get charged for it later.
