Living next to crazy neighbors--parents & rebellious teen fighting all the time...what can i do for peace?

so i have these next-door neighbors in my apt complex, who fight all the time, banging on the wall, and yelling like their life is on the line.
the son is apparently hanging out with the wrong crowd, and they happen to be black people. he brings them home at least once a week, and recently the parents are not taking a liking to it. just now, a arguing fight broke out again, and from my eavesdropping, the parents wanted his black friend out of their apt, and he cuss at them, their son protected his friend, and yelling, screaming, and banging followed.
the police showed up, the son called his parents racists for saying all his black friends are bad, and say the place is also his place, so he should be allowed to talk and bring his friends there.
his parents retaliated with broken english. the police sort of sided with the parents and told the son to go up to his room to sleep and that they should all go to sleep and chill down, and deal with it together tomorrow. they suggested counseling and left.
this police appearance has occurred 4x now, they make a report every time and just go.
i don't think the parents and son are able to come together to go get counseling. the son also seem like he doesn't go to school most of the time because he jams to loud music late morning to afternoon sometimes.
what can i do to get this place to be more quiet? I don't want to get involve with their family issues, and i'm kind of afraid of the son b/c of the crowd he hangs with (i think he's 16)...i don't want him bringin a gun up here!
should i be reporting this to the manager? would my anonymity be kept? i feel kind of bad to try and evict someone, but these people are crazy! what else can i do?

It is your right and duty to report these goings on to your LL or manager. If these people are disturbing to you in your apartment - I'm sure that they're making the same impression throughout the apartment complex. Ask the P.D. for copies of their reports of "these going ons" - and send them with your letter to your Manager. ALL IN WRITING! -- You are entitled to live in peace and not be afraid that some neighbor will come in w/a gun and shoot you. Make it known that you'll be looking for a new place to live sooner than latter. |

The mgr will do nothing, they never do, you need to write to the OWNER and apprise him of all this going on and tell him the building is unsafe and out of control and no one is doing anything about it. If nothing happens after that, you may need to move. |

go through some steps to try and keep officials out of it.
1 talk with the parents about it
2 ask the manager to talk to them with anonymity to the complainer and your probably not the only one complaining
3 if you really are scarred that he has a gun obviously call the police but DO NOT bother them unless you have to i know its obviouse but some people dont get 911 is an emergency number |

just let them be and call the police if gets more disturbing to you you could also get the people in you building to sign a sheet ot paper to get them out |
