No. The best you could hope for is for a cancellation fee to be waived if you ever need to cancel an appointment without the required notice. More as a courtesy than anything.

Sure you can take legal action against him (as you can take legal action against anyone for any reason). What is your chance of you winning? My guess is very little. Most likely it will be dismissed.

Small claims would not take the case because you did not have loss of property (money, etc.), ie. you prepaid for services then they were not rendered.

You could try a civil suit but no lawyer would take it and the court would call it a "frivolous lawsuit", even with a delay in your treatment (its not life threatening).

You can talk to the ADA and see how they feel about it.

It is best, if you are that offended by it, to leave him and find another and dont bother trying to get back at him for it.
