need to know if it is illegal to create a website specifically about a person you despise. Obvously saying stuff that isnt apropriate for young ears. Before you judge me on this please know that there is a very very very long story involved that i will not get into right now. Can email me if you want to know it but i highly doubt you do.

That really depends upon what you say. Although it may not be "illegal" it is certainly defamation which is actionable in a civil court.
Internet bullying is highly frowned upon at the moment, it is likely you would get raked over the coals by the court.

Creating a website to perpetuate rumors with the intention of belittling, harassing is definitely civilly actionable. Whether or not you will be criminally charged is a coin toss.

It is not illegal, you can not go to jail for it.

However, if you slander them they can sue you.

The first answer is correct. You can make the website, but you can't write lies about the person.

And you can't put up pictures of that person.
