Nursing license in Ohio if you have a felony charge long ago?

I know this guy that wants to get his license in OH, but has a verbal child abuse charge from awhile back. It was outside of work. It happened for stupid reasons and he was really young (early 20s). Is he out of luck or will the board give him a chance?

Verbal child abuse a felony? Something sounds wrong here. I don't know the exact rules, but I recommend he ask the AMA this question before any other efforts to pursue the license.
