LOL she has a criminal record because she refused to leave a restraunt after being asked to leave for singing a loud annoying spainsh song. She was also accused of the murder of Diego because he rufused to count the blackberrys on a tree. She was afraid her record would make her sound even more insane and couldn't afford to lose the rest of the four people that watch her show. She also couldn't obtain an attorney due to her lack of backpack supplies to pay him after the big fall of 06. Swiper knows this, and therefore finds Dora a good person to stalk predicting he will one day grow immune to the "Swiper No Swiping" song and achive his dreams of becoming a bank robber like his father Swiper Sr.I know this because I am the attorney of Mr. Swiper Sr. and have access to all the records of him and his son. Thats why. :)
