Obviously, you weren't paying very much attention anyway, as you didn't notice a police car right there.

The question is how come the police knowingly and saw you backing up did not stop and continued to drive into your vehicle?

Your Argument would be that you were backing up on a street legally and after you had looked at both sides, you proceeded to back up safely.

The police could be driving over the speed limit as they aways do without lights and siren. The police did not have a chance to stop and hit you.

You will need to have great pictures and diagrams in front of the judge and plea your case.

If the police really did hit you, I think he or she should be writing the charge to him or herself.

While if you hit the police from backing up, did he stop in a safe distance away from you, so you had the option to finish your 3 point turn?

Dig up his records and see what else he had done in the past.

Yeah, you can always do a three point turn. BUT you have to make sure the road is clear. Obviously you didn't.
