Should I have reported this incident, or ignored it (as I did)?

If you suspect any kind of child abuse, report it.

The authorities including the social workers should be careful to take everything into account.

How did you know they were a Mexican family?? Because they were hispanic? Being hispanic does not equal being Mexican.

Now about the abuse. If you feel that child was being abused you should have called the cops or CPS. If you are familiar with CPS you cant be that new to America. IF you see a child being abused for any reason report it doesnt matter if the parents are mexican white black or asian. No child deserves to be abused. Legal or illegal doesnt matter immigrant or citizen doesnt matter. If they are abusing a child they should be reported.

Maybe you should have got their tag and called the police, explained to them how the child had been hit.

Any time you view abuse of a child you should report it. If someone is willing to do that to a child in public, I can only imagine what they would do in private. Always report!

Yes you should have, it does not matter if someone is legal or illegal, child abuse should NEVER be allowed to happen.
It is okay to say something just most people don't.

That's a pretty minor incident.

If CPS responded to every little thing they would have no time to help kids being seriously abused.

Besides..you have no way of knowing if it was a one time thing or something more serious.

He is raising his child in the same way he was. Just because it is not what you would do does not make it wrong.

But in that there is a point where it may go to far. That can only be judged at that time.

You should have let the family deal with their children. In America too many children are being allowed to run their parents and do not listen. Unless the child had SERIOUS injury you should let the parents discipline their children.

You should not get involved. If someone called the police, you could wait for them and give them your statement, but you shouldn't do anything else. The child will be worse off if CPS is called. Calling 911 would be wrong and illegal since there is no emergency.

I think your concern is valid one, there is no excuse for hitting a child. I don't blame you for not saying anything because nobody likes tell other people how to deal with their children.

If this man who hit this child has any concience then he will realize that what he did is completely unacceptable and will refrain himself from doing anything like this ever again. That is all that we can hope because ultimately it is up to the parent's how to raise their children.

One punch on shoulder and the child scream could probably playing. You have no idea how CPS are! They are idiot! Its okay to protect our children if the children have more than one serious bruise. Don't be stupid! The children under age 6 does not know what is CPS and will have brainwash by CPS. By age 7 and older get smart bad behavior or get rid of a good strict parent (not abuser). All doctors and school can report to cps without your know. Doctor, school, and cps can questions to your young children without your knows. You will be surprised when CPS comes to your door, and will spying on you awhile your kid growing and reach at age 18. Good luck!
