I know someone who uses his job to get personal information on certain people (such as phone numbers etc). Is this illegal?

Yes, this is illegal and what he doesn't realize is that his actions can be traced. If he can't prove a LEGITIMATE need to have accessed such information, he could be fired. I noticed from another question of your's that he contacted your parents already. Contact the ombudsman of whatever law enforcement agency he works for...or directly contact the head of the agency...and tell them that he is stalking you AND he has already used his job to get your parents' phone number (make sure you are SURE first...was your parents phone number in the phone book...could he have found it any other way other than through his job?). Let them know that this is unacceptable and that if they don't resolve this themselves, your next step will be with lawyer.
Then go to the court house and ask about getting a restraining order or order or protection. They can tell you what you need to do (yes, you are being stalked based on what you wrote in your other question). You need to be very careful from now on as the most dangerous time for women being stalked is right after they report the man. He has nothing left to lose and as you said, this one is in law enforcement. I suggest you decide to take up target practice as a hobby and learn how to shoot a gun. Or take up martial arts.
