"Copyright" means that you can't use (whatever it is) without the permission of the author (and his often involves paying some kind of fee). The year is important because eventually copyright expires.

Suppose someone writes a story and they copyright it. Now there is the right to reprint this story. There is the right to take this story and read it, say over the radio. There is the right to turn the story into a movie. "All Rights Reserved" just makes it clear that the author is "reserving" for themselves all possible "rights" that copyright can protect.

Copyright is protected by international law. I think the only country that doesn't honor copyright laws is Pakistan (though China enforces copyright law, they consider it such a low priority that people frequently get away with violating copyright laws there)

It's just a reminder that the website, photos or story they have created is copyright and the author is not waiving any intellectual property rights by publishing them. Original works can't be re-used without permission of the author.

Copyright is automatic so this message doesn't really have any legal effect; things are still copyrighted even if there is no warning. There are urban myths that you can re-use things that don't have the (c) copyright sign, but it's not true.

The copyright isn't just limited to the US. It basically means that you cannot use their work for your benefit.
