The bill of rights are not automatically applied to the states. They are "incorporated". There are still some rights that do not apply to states (right to bear arms, harboring of soldiers, right to a grand jury) because they have not been incorporated. Selective incorporation is this idea, in that when a case comes up that talks about a right that is guaranteed in the Constitution but not guaranteed by a state, and the state violates that right, instead of the Supreme Court saying that ALL the rights in the constitution are guaranteed, only this one or that one is in this instance.
