What are child abandonment laws in regard to leaving a child alone in a public place?

A 5-year-old child is left alone at table in the mall for 5 or 6 hours. This parent has no contact with the child during that time and isn't even necessarily nearby (not within seeing or hearing distance).

What are the laws for that child? Is that considered abandonment? Could a parent get arrested for that? Fined? What would happen?

Yes. A child under the age of 12 cannot be left alone anywhere even at home. Parent can be arrested and child placed in foster care.
