A "bill" is a proposed law that is working its way through the system. In the U.S., a bill starts in Congress, goes to both houses (Representatives and Senate), and after both houses approve it, it goes to the President to sign. After the President signs it, it becomes law.
If the President rejects it (veto), it can go back to Congress, and they can vote on it again. It takes a super majority vote (2/3) to override the veto, but if both houses of Congress have a super majority, it would then become a law. It's all part of the "checks and balances" system the U.S. has built into its government.
Other countries may have similar or different methods, but whatever method they have of making laws, a bill is basically a law that has not passed yet. |

In the United States, a bill is a motion to make something a law, but has not passed yet. Google "Schoolhouse Rock" and see if you can find "I'm Just a Bill". Great video made for kids to explain the law making process. |

Bills are proposed law in their draft stage. They are debated in the House of Commons and the amended Bill is then presented to the House of Lords for further debate. The final version is signed by the Monarch, then published and promulgated. |
