In reference to DOMA (federal act that revised Full Faith and Credit and redefined 'marriage' and 'spouse' for the federal level)

Defense of Marriage Act = DOMA

But apparently there are 20 states with statutory DOMA's in place.....

Basically what my question is is what does that literally mean from a legal sense. I need as specific as possible
