I want to get a lever action rifle and saw the stock off. Are there any laws regarding this like that. I understand needing to be 21 because then it would be classified as a handgun. But are there any other restrictions? I live in Wyoming by the way if that helps.

You can not just cut down a rifle and call it a pistol.

The ATF classifies each gun as what it was when it was manufactured. You will have to get a special license (costing several hundred dollars) from them to shorten a rifle substantially.

What you will have when you are done is not a pistol, but a Short Barreled Rifle (SBR).

The resulting firearm must be at least 26" long, measured from its extreme ends on a line parallel to the bore. The barrel must be at least 16" long.

If the firearm is shorter than the minimum in either of those dimensions, it does not become a handgun. It becomes a short barreled rifle and subject to NFA-34 regulations.
