And what is the punishment if the employer-to-be found out that the applicant is lying?

Credit Record, Criminal Record, Police Record. The penalty is you won't get the job. They don't always check your credit record but normally will for banks or money handling jobs

Most employers do a simple background check which they run a check on any criminal history.

Most background checks are aimed at legal issues and criminal activity. A theft conviction can prevent you from being bonded. At the bottom of the form you signed, agreeing to the check, you swore/affirmed that all info was true. If they find you lied, they will not hire you, and if it shows up after hiring, they can terminate you.
