What can we do to prevent youth in failed-states from becoming pirates or entering crime?

Personally, I believe that pirates that are captured should be prosecuted to the full extent of the law, and those that pose an immediate threat should be dealt with accordingly (kudos to the SEALs). But what can we do to deter youth like these from ever becoming pirates? I've heard ideas ranging from taking an active role in restructuring their government to actually hiring Somali youth as guards for ships to both take away from the pirate's hiring pool and provide protection for ships.

Like you said failed state. There really is nothing else for them to do. Look at it like a whole country is the projects. Just like the projects here, lack of family structure, poor role models, lack of jobs = thugs and criminals.
Their gov't does need reshaped. And I agree pirates are just terrorists, and we all know the U.S. DOES NOT negotiate w/ terrorists.
I would fear that if your plan were enacted and the youth used as guards, it would only be a short time until they were corrupted and aided the pirates. |

These young people can't wait to be old enough to shed their diapers so they can become the proud owner of an AK-47. Once they can
get their hands on this AK-47, they feel they must do something with it
and being a pirate fulfills their dream. So by and by, if this person gets killed while using his AK-47, at least life gave him what he wanted out of it, to own and use that all powerful rifle and at least to have his peers know that at one one time he was a 'real man'!
(A few of them really can't wait to get to their waiting seventy-two virgins and this is worth a lot more to them than a job with with some merchant ship company)! |

It's a bad situation. Somalia is a destroyed country, one with no government. Somali men who have wives and children need money to buy food, so they become pirates. If they could work at a sporting goods shop, they would. |
