First, a FOID card is technically not a "gun owning permit". The purpose of the FOID card is as an ID card and background check. Of course, you need a FOID card to have anything to do with firearms (buy ammo, go to a gun range, look at a gun in a gun shop, transport a gun, etc.), so it's easy to construe the FOID statute as a license to own a gun as it has the same effect.

To answer your question though, IL is one of only two states in the U.S. that has no "carry" rights at all. IL lawmakers want to protect criminals by doing all they can to ensure that potential victims are not able to defend themselves.

You ask a great question. Now I encourage you to ask IL lawmakers the same question. I'd also encourage you to join the NRA and the ISRA.

You have to apply for a concealed weapons permit. It allows you to carry a weapon on your person. Be prepared though. They will do an extensive background check on you, so if you have any skeletons in your closet, they will come out!

You'll need a concealed carry permit. You need to check the laws in your state and municipality for specific rules on obtaining one. The laws differ from state to state.

in order to get a "carry permit" most states require you to show a need to carry. most will be rejected.
besides, you will need to show your scores in a proficiency test, shooting right handed and left handed, standing and prone. a search of fingerprints and of the mental facilities is conducted and 4 people need to write letters saying they know you for longer than 5 yrs and you are a fit person.
these are some of the requirements in my state (NJ). the chief of police and a superior ct judge will need to sign off on the carry permit.
the procedure takes several months.

With just an FOID, to carry it around on your person or in your vehicle it must be unloaded, and "enclosed in a case".

As long as the above conditions are met, you may also transport ammunition (with no specific law as to it's location). Look in my source for more details.

An FOID in itself does not allow you to carry a loaded weapon readily available on your person.

If you are going to own a gun, you better get up to speed on the gun laws before you even THINK about venturing out of your home with it.

Here in NJ you must have a permit to carry, which is almost never granted unless you work as an armed security guard or something, and THEN you can only carry while you are actually on duty. Carry without a carry permit, and it is five to ten years prison, no probation.

Your local gun club or gun shop probably can give you a list of the laws in your State. And if you venture out of Illinois, you must find out the laws of the State you will be in.
