Typically it means the citation will be dismissed since he must be there to testify to the offense if you ask for a trial. However, he doesn't necessarily have to be there at the first appearance, they can set a trial date for later.

"Common"'s response is quite wrong, since the written citation is not EVIDENCE of anything, it's hearsay. The evidence you committed the offense must be presented and you have a right to contest that evidence. If the cop is not there then there is no evidence at all.

It happens a lot, the police are busy and can't always be there to testify.

I agree with the second answer - the first answer is wrong. as a defendant, you are entitled to have every element of the offense established against you. Default is you win. They have to show otherwise.

Nothing. It only means that the cop won't be there to testify about the citation. The judge doesn't automatically dismiss it just because the cop isn't there. You'll still have to convince the judge that the cop was wrong.
