Dear, the legal system is set up to settle disputes and enforce laws. Child custody laws are in place to determine who should have custody of a child---between 2 divorcing parents, between a bad parent and the State, and when someone wants to adopt a child who has no parents. Child support is ordered to the divorcing parent who only has visitation rights to a child. So, they are what they are, what more can I say?
It seems like you are having a hard time with this assignment. I wish I could be of better help.
