What is the difference between illegal and extra-legal? (If there even is one)?

Illegal is against the law.
Extra-legal is outside the scope of the law.

Extralegal means, not regulated or sanctioned by law.

Outside legal control or authority.

Illegal is against the law, extra-legal is outside of the law. Something that is extra-legal might also be illegal, but not necessarily.
