Andy had no clue what he's talking about.

It's just like you see in the movies..... duh.
No it's a form of torture, one that we as americans recognize. We even train some of soldiers (the ones most likely to get captured, pilots, Special forces. etc) to withstand this form of torture.

From andy's perspective it's not a big deal, because he thinks that all the rules are followed and that the prisoner is treated humanely. Since Andy knows we wouldn't drown the prisoner, he thinks it couldn't be that bad.

From the prisoners perspective it must be scary as hell. He doesn't know they won't drown him. He's in a room full of people yelling and screaming at him (some in languages he doesn't understand). They've tortured him in other ways (sleep deprivation, temperature changes, cramped living enviroment) so he's not in good health to begin with. He doesn't know if or when the torture will end. It's an inhumane thing to do.

It also doesn't produce useful information. Their have been numerous "claims" that terrorist attacks were thwarted because of information obtained through torture. Every one of those claims has been debunked. The cheif interegator for the CIA has stated that the information needed to stop the terrorist attacks was obtained before the torture, or could have been obtained in other ways.

Every expert on torture will tell you that it provides no useful information. People being tortured will tell you anything to get you to stop. They'll lie, make stuff up, or agree with anything you say, just so you'll stop. It's not a reliable way to get info.

Water board is an almost harmless form of enhanced interrogation.
It has been used successfully in finding information that was able to save US cities. Without the legal use of this harmless interrogation tactic many, many Americans would be dead today.
Basically, a terrorist suspect's head is put into water until he thinks he is going to drown. After a moment they lift him out of it and he breathes. This is the same thing seen in movies. If that doesn't work they may switch to having him stand for several hours or keeping him very hot or cold. Eventually the prisoner cracks and gives vital information. Most liberals in America would rather see cities blown to shreds and millions killed than participate in this type of enhanced interrogation. They are wrong and the fact that they can voice they're opinions proves that this system works.
