Let me rephrase because I am looking for an intelligent answer: What state law prevents two men or two women from getting a marriage license?

These are state laws, so if you want the wording of the *actual* law, you have to give the state that you live in.
But, as an example, here’s the law for the state of NC
North Carolina Statutes 51-1.2. Marriages between persons of the same gender not valid.
Marriages, whether created by common law, contracted, or performed outside of North Carolina, between individuals of the same gender are not valid in North Carolina |

There are only a few states in US that recognize gay marriages, Vermont I think is one of them, but dont quote me. |

There is not a law that prevents it but marriage is defined as the union of a man and a woman except in Massachusetts so, except for that, there is none that allows it. |

It's something that has been left up to states to do.
And even that is not "unbanning" it. It is allowing a union to be recognized by law. |
