I'd start with a restraining order if you have a legitimate complaint. Your Lawyer should know.

You need to apply for a Restraining order- you weill have to give evidence of the harassment in question, so make sure you have some proof..

Stalking is a crime in most jurisdictions. Spying is not necessarily illegal unless it includes stalking, wiretapping, peeping in your windows, or some other illegal behavior. Not sure what you mean by "general harassment." You should seek a restraining order through your local magistrate. You won't need an attorney to do this, but having one present will help you present your case.
