Municipal court powers are established by a law specific to it. You can try to find yours by searching "municipal court established [your city] [your state]." Not all of them can be found online, however. You can always find help finding the law that established a specific court in a specific municipality at the local library.
Most, though, read something like this: "The municipal court shall have original jurisdiction of all cases arising under code and ordinances within the [municipality]; with full power to impose fines and penalties, collect costs and fees, issue warrants and sanctions, rule by default, and refer matters to alternative dispute resolution programs." (I paraphrased that from several different ones.) |

The local court has legal jurisdiction in it's area, county and state.
If the local court issues an arrest warrant for you, you will be picked up by any law enforcement agency in that state. Sometimes neighboring states help out too, but that's mostly for more serious offenses.
