What to do about neighbors stealing electricity.?

i live in a garage apartment. And the people in the main house (we both rent) moved a washer and dryer in the storage area under my house, and i have to pay the gas and light bill for the washer and dryer. They are older so normally i wouldn't care but they have their kids and friends come over all the time and they use it too.
and the landlord is best friends with the guy who is stealing my electricity.

You can either file a complaint- there's usually a tenet's union that you can talk to, or talk to the landlord yourself. Alternately you may have to take the neighbors to court.

you being agreived should prosecute him in the court

You can take you LL to small claims court and you will win. Make sure you have copies of your bill from the time the washer/dryer was installed. Taking photos of the laundry room wouldn't hurt. You want to sue your LL for the ENTIRE amount of the bill, because it is impossible to figure out how much power is being mooched from you. Your LL sounds like a d!ck, and deserves everything he's got coming to him. How do I know all of this? I live in a duplex with a 'communal' hot water heater, which of course is attached to *my* gas line. I was *not* informed that I would be supplying my upstairs neighbors with hot water when I signed my lease. I gave my LL every opportunity to rectify the situation, but she didn't believe I had a leg to stand on and she basically laughed in my face. She wasn't laughing too much when the judge informed her she may have been liable for 4 months worth of my gas bills. He told me if I had come to court asking for the ENTIRE amount of my bills he would have had no choice but to grant it to me right there. But yours truly was only asking for 300 dollars (and costs) :/ I won my case, but I have yet to see a dime. So now comes phase two of taking someone to SCC. It is up to YOU to collect what you are due. You can have wages garnished or have a lien placed on property. You can do this thru the courts, but I believe you have to pay extra. Just be aware of that going in, and decide if court is worth it. IMO it is better to avoid court at all possible, but it felt good to see the look on my LL face when the judge told her she was in the wrong. Good luck
