Whats another system that can decide what is and is not dangerous for the public to hear besides the government? And how would this system work and who would be involved? can checks and balances be one of these system ... please explain...thank you =)

Without doubt, another system that has practiced this form of censorship are the news medias. If the person(s) in control of each media decide the public should not know or think they should know a small amount or a large amount of information, thats the way it is reported (or not reported).
