That's BEAR arms, as in carry them? And it's the Second Amendment: "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed."
And no, it is not obsolete because we no longer use "militia" in the same sense. The point being made was that defense is a local thing, the individual and the community. That was the reality of the times, and that is still true today. What good is 911 in a case where the very act of calling is going to get you killed? Where just reaching for the phone will get you killed? You have to be able to defend yourself. It is fundamental. |

What you are referring to is the Second Article of the Bill of Rights, “A well regulated militia being necessary to the security of a free State, the right of the people to keep and bear arms shall not be infringed.”
However, in point of fact, it doesn’t “allow” us to bear arms because the right to bear arms is an inherent individual right existing prior to the Constitution and Bill of Rights. The Second Amendment is in fact an exclusionary amendment in that it excludes the general (federal) government from infringing on that preexisting right of the people to “keep and bear arms.”
Over the years that general government has in fact infringed on that individual right in many ways. |

Actually, the First Amendment allows us to "bare" (as in expose) arms, since that is a form of expressive conduct usually protected as speech.
The Second Amendment allows us to "bear" (as in carry) arms.
Or weren't you intending this to be a trick question? |

There is NO amendment which "allows" us to keep and bear arms- only the second amendment which "in theory" prevents the government from infringing on our pre-existing God given right to do so.
"A well regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed"
And I say in theory because there are over 25,000 federal laws that do infringe on the right- not to forget the countless state, local, municipal, and other such alleged laws. |

The Bill of Rights were a text added to the constitution after its ratification to insure that the new highly central government will not overpower its citizens and deny them of their newly found freedoms. The second amendment guarantees the citizens their right to bear arms so that in the event that the new government becomes oppressive or inadequate the laymen can rise up and throw them out and install a new government that better represents them, similar to what the revolutionary forces did. There is much debate revolving to what extent this right should be exercised, for example do you have the right to put for display of 500 different assault rifles in your home? there is a very good treatment of this issue on wikipedia as follows:
