Who makes the final decision to hold a child back in school, for Az state?

My child is about to get held back in 8th grade. Who has the final decision in Arizona? Parent or Teacher? I don't think it's good to hold back a child at this age. He'd probably get picked on.
I am going to ground him so badly though! He's getting bad grades even though he knows the answers he's just lazy.

Set up your child with a study plan for every afternoon and MAKE him stick to it. Tell him how bad it will be if he gets held back.
Go and inform the teacher of your plan and inform the teacher that he will not be getting held back.
You get to make the final decision and by making your child work harder it shows that you have made the right one. |

Actually, The governing school board has final say. In Arizona, pursuant to Arizona Revised Statutes 15-342.11 titled "APPEAL OF A TEACHER DECISION TO PROMOTE, RETAIN, PASS OR FAIL A PUPIL", a parent may appeal a decision to the governing school board. The parent must prove to the governing board that the student has mastered the state board adopted standards required for the specific grade level being considered.
The governing board has the authority to uphold the teachers decision or overturn it after careful consideration of all factors. They then adopt a written finding of their decision and provide to parent. |
