Because seat belt laws apply to cars and trucks, not motorcycles.

p.s. the reason is because it is safer to be thrown from a motorcycles during a wreck than a car/truck/suv

For the same reason you are not required to wear a helmet inside a car, in jurisdictions that have mandatory helmet laws.

Imagine your motorcycle falls and you're strapped to it by an "unrippable" seltbelt (i know that's not a word).. your skin scraping against the pavement so much that it can reach your bones. It's better just to fly away from the motorcycle with least amount of damages or scrapings.
