Using your example of Hong Kong and mainland China the differences in punishments for similar offenses would be relevant, of course, to their political and governing differences.
Though, "one country," they are two separate systems. Hong Kong maintaining a liberal democracy, while mainland China adheres to a socialistic/authoritarian way of governing.
Thus, Hong Kong being more liberal in most aspects of society, including laws, restrictions, forms of punishment, freedoms/choices, etc. |
