Why is Limewire allowed if it is being used illegally?

I mean there are thousands of people that use it everyday to steal music and it's obvious. No one is afraid to say they use it for illegal purposes, but who should be? The government barely does anything about it and yet they still promote to not download music illegally. I already know that Limewire itself is not illegal, but if something is being used illegally then shouldn't it be shut down?

In this country (in most cases) you are innocent until proven guilty. You are free to succede and to fail. Free to use your resources legally or illegally. When you fail, you pay the price. An example would be getting caught using something illegally. |

I'd like to know. And pirated music isn't the worst thing going on in Limewire. Its disgusting how easy it is to find videos of child abuse and worse. |

You could make the argument of guns, alcohol, cars actually if you try hard enough almost everything can be used illegally.
You cannot ban something because of it's potential do do harm. You cannot punish the product, you have to punish the act. |
