It is fraud to begin with, passing oneself off as another person. It becomes outright theft when the stolen identity is used to gain something without paying for it, as in creating a debt for someone else. Basically, it is a crime to use another person's identity to get money or goods, or even a job. |

It's illegal because it is theft. All theft is illegal. IDentity theft is often used to steal other people's money, credit, etc. That money does not belong to the theif, therefore it is illegal. |
