Bush made a lot of bad decisions, one of them is giving away TARP without oversight.

Edit. You can flag me down all you want , but facts are inescapable - Bush bailed out GM not Obama.

Edit2. The money are not completely wasted, but they would have been spent better if TARP had a better congressional oversight . Bush was adamantly opposed this when he proposed TARP. .... so read the answer again!
