Yes, in District of Columbia v Heller, it was ruled that any restrictions on preventing citizens from being armed or any regulation that would hinder them from being armed (such as mandating unloaded shotguns) is unconstitutional since the citizen would not be legally armed with a weapon that is not operable.
If a ridiculous tax increase was imposed on ammunition it would also be disastrous to local cities and states who wish to arm their police forces. Could you imagine a city trying to cough up $1,000 per box of 50 bullets to arm their police officers? The LAPD and the NYPD would bankrupt their cities and no politician would be that crazy enough to promote that kind of tax rule.
The second amendment guarantees the right of the people to be armed, not the right of the militia. Otherwise it would have said that the right of the militia to bear arms shall not be infringed. |

I still can not believe how ignorant some people are on this subject. Do people realize you can ban guns, you can ban bullets, but the only people being stopped by the laws are the ones not doing the crimes. People do not realize that a crook is not going to buy a gun from a store and shoot someone with it. They are going to buy one from a punk downtown for 50 bucks shoot someone and ditch the gun. Gun laws do not affect criminals, they only affect those people who obey the laws. Its just the way it is like it or not so why keep trying to punish the honest people? Are your own lives that pathetic you have to make someone else miserable also. |

Yes, it would. Part of being a militia is being ready to act. Without bullets you would not be ready to act. |

Yes. Wouldn't banning pens/pencils, computers, or tv cameras, Bibles, church activities, etc violate the 1st Amendment. |

would banning guns for anyone but well-regulated militias violate the 2nd amendment? |

Technically, no. You are still allowed to have arms, but ammo is not an arm. Ammo is a projectile. From a practically standpoint, absolutely. |

it's ok to have a 500% tax on ciggarettes. Why don't we tax bullets at a similar rate. Say 1000$ per bullet. So if you want to kill someone you have to make sure it's worth 1000 bucks to you.
We had slaves for 150 years while the constitution said all men are created equal, i'm sure we can get around the 2nd ammendment if one wanted to. Some even say that the 2nd ammendment never gave individual citizens the right to have guns but that the military had the right to bear arms or militias, but not you personally. Today there are many arms you are restricted from owning. Such as nuclear arms, biological weapons, automatic weapons, cruise missiles, tanks and destroyers.
If the 2nd ammendment is as some believe meant for us to protect ourselves from tyranical govts then how will you stop the tanks with a 12 gauge shot gun or a fancy hunting rifle. you don't even have an RPG, how exactly is Texas going to seccede without napalm or a few hundred tons of weaponized anthrax? i remember we were mad at China for stockpiling anthrax because they had come close to having 1/10th the amount of anthrax that's in our stockpiles. |

No, but it could be interpreted as doing just that. The second amendment is too vague. It was purposely worded that way to allow for divergent interpretations later on |
