chmps va law suit proceeds

My wife fell and broke her back Champa Va paid the allowed amounts//i paid the rest i am a 100% dis/vet we filed suit to recover pain and suffering ins. company settled i have no other medical insurance---nor does my wife--she does not qualify for mdicare or ss benift sre we required to pay back champva? i have been told we are not required to...based on pain and suffering and funds are not legally subject to recovery from a 100% disabled vet ChampVa has not indicated any amount due, nor are they seeking recovery Please send chapter and verse that provides info and confirmation of no need to repay thanks Bob
