Am I entitled to have a copy of what i sign?

The company I work for decides to lay me off due to the restructure of the company. My manager presents me the letter to inform this change. In the letter, my company spells out the reason of this layoff. It also spells out the severance pay that I am entitled to. However, it also requires my signature for the acknowledgment of receiving this letter. The problem causes me to hesitate to sign it off is because my manager refuses to give me the copy of this letter. The question I have is “am I entitled to have a copy of what I sign?”

Btw, I work in San Francisco, CA.

you are signing a statement that says you got a copy,
so you get a copy it is not an option. the company made a choice to use this wording hold them to it.
no copy, no signature.
be sure you read and understand the severance package
by signing you often give up some legal recourse rights so be aware of what is in the statement.

I would write them a letter and state that you will only sign the document presented to you if you receive a copy of the letter, as that is what you are signing for.

I wouldn't sign anything unless I got a copy. The next call I would make is to 'Wage and Hour'(Google that) in California and tell them what is happening. I think you'll be surprised and pleased at the outcome.

If you are signing to prove you have received the letter then you should be provided a copy. Otherwise the letter should only state that you were allowed to read the letter.
