California court notice of failure to appear in court?

In nov of 2008 I got pulled over for out of date tags and got a fix it ticket and had a court date for late dec. Then mid december I got pulled over again for the same thing. I explained to the officer that I've ready received a ticket and had a court date the next week. The officer said if that was thw case then when I went to court for the first ticket and clear it up then it'll be taken care of. Now today I get a notice says they've put a hold on my license and that I have to pay a bail of $828.
But the officer told me when I go to court the first time it'll be handled. I don't have the money to pay for it nor should I considering I was told the first court date would suffice
So I want to know what is a hold on a license?
And how do I fix this problem

How to fix the problem - get valid tags for the car and present it to the court BEFORE your court date (you can usually do this at the clerk's office). Make sure you have someone who has valid tags on his/her car drive you to the courthouse.

Check with the DMV as to what hold was placed on your license. Also, the court clerk might be able to tell you what type of hold was placed.
