if your contract of employment spells out specific paydays (for example Monthly), then yes they can withhold pay until the next normally scheduled payday.
Another example I do personally know about. In a rather Large West coast city(the biggest one) when they hire Electricians through any agency, the person they hired can work for up to and over a month before getting his 1st paycheck(the city withholds the 1st check for a pay period, each pay period being every other week) This is why many will not try to get hire by this city
