Can a current employer contact a potentail employer?

My current employer contacted the
CEO of a potential employer, to find
out information regarding my
application status. They would not
give her information, so she asked
me to call. Is this legal? I of-course
refused.
Additional Details
When applying for the new job, I was required to have a eccomendation from my current boss. This is the only reason I told her.

Given the extra information you provided I would say it's completely legal and i would argue ethical. The potential asked for the recommendation from your current manager which I would assume involves providing a reference. In that case, both managers would be entitled to contact each other.
I would be worrying more about your potential employer if they are forcing you to have your current manager provide information about your current job. Your CEO also obviously acted unethically by trying to find out about your application status. I would say to keep up with the job hunt!

A potential employer should only be contacting your current employer under your direction, otherwise it might jeopardize your current job.

No your current employer has no legal right to know the status of your future with another organization. The potential employer is right to refuse. The current employer put them self at risk of a law suit for defamation and harrassment by contacting your potential employer on their own. Your potential employer can refuse to give you a reconmondation but they can not be privy to your status. Your current employer should have asked you directly if it was absolutly neccesary. I suggest you contact the potential employer and gauge the damage that this call did and then call an employment lawyer for sound advice on how to proceed.

Calling and asking is not illegal, crazy yes, illegal, no.

I would be more worried that the potential company now thinks you have too much baggage, and what kind of atmosphere you will have from now on at your current job. You need to send a letter apologizing for the behavior of your boss and beg for their forgiveness.

And keep looking for a new job, this one has nearly come to an end
